Community Update

Dear NECSD Families
We always have a lot of activities happening around our district with important information to share to keep our community informed and updated. This newsletter will serve as a high-level overview, with links to allow our community to dive deeper into topics that are most important to them.
Capital Project Update
Capital projects throughout our district continue to progress. Our new high school Career and Technical Education (CTE) building is on target to open in September 2026. It will be the first new school building built in Orange County in 25 years. Additionally, New Windsor School's interior and exterior demolition continues, and foundational footings have been laid. Monthly updates are provided at our Board of Education meetings. . Some latest updates on the CTE Center include:
- The project is currently 81% complete.
- Most second-floor walls are primed and painted, and ceiling grids are installed in labs and
classrooms.
- Tile in the bathrooms, culinary, and hallways are nearing completion.
- The polished concrete floors are progressing into the second-floor hallways and in the
autobody shop.
- Elevator installation has been completed.
- Culinary equipment deliveries are mostly complete.
- Gymnasium Basketball hoops and Scoreboard is installed
Contract Negotiations
I am pleased to share that agreements have now been reached upon the terms for the Newburgh Teachers’ Association Collective Bargaining Agreements covering the period of July 1, 2025 through June 30, 2027 for teachers, teaching assistants, and substitute teachers. We are awaiting ratification by members of the Newburgh Teachers’ Association. Once that occurs, the Board of Education will vote on ratification resolutions for the three agreements.
Budget Season
Work is well underway to develop the budget for the next fiscal year. Presentations have been given at the last few BOE meetings and information is available and will be added on the district's budget information webpage.
All Elementary Schools are In Good Standing
I am proud to announce that for the first time in more than ten years, all elementary and K-8 school buildings in our district are in good standing, receiving local support, according to New York State's Accountability System. We know that there is still work to do and milestones of success that we still want to achieve, however, it is important to celebrate our achievements where we can - and this is a big achievement!
Our district will continue to focus on improving all of our schools to maintain their good standing status and continue to strive to provide the best education for all of our scholars. We will also focus on our middle schools. We know the transitional years between elementary and high school are a pivotal time for student growth. Heritage Middle School's accountability status is Additional Targeted Support and Improvement (ATSI).
South Middle School is now in Superintendent Receivership for Comprehensive Support and Improvement (CSI). South Middle School has been designated a CSI school for more than 15 years. Superintendent Receivership exercises enhanced authority to manage and operate the school to achieve demonstrable improvement in student performance.

HR Career Fair
The department of Human Resources will be holding a career fair on Thursday, March 26 from 3:30pm until 7:00pm. We will be primarily looking for teachers, but all are welcome to stop by. Communications Protocol
The school district’s chain of communication outlines common topics and the appropriate levels for escalation for our families. Classroom-related matters, such as questions about assignments, grading, student progress, or minor behavioral concerns, should first be directed to the classroom teacher or relevant staff member. If the concern is not resolved, families may escalate school-based issues, including ongoing academic difficulties, attendance concerns, or student safety matters, to the school’s administration (such as the assistant principal or principal). District-level topics, including curriculum implementation, special services, transportation, or policy-related concerns, should be communicated to the appropriate district department or central office administrator. Concerns that remain unresolved or involve districtwide policy, compliance, or governance may be escalated to the superintendent’s office or, when appropriate, the school board, ensuring families have a clear, respectful, and transparent pathway for communication. Literary Initiatives
We just began two exciting Literacy initiatives.
The Board of Education is engaged in a , visiting students once a month to read to different classrooms. Book selections are chosen around a theme for each month, connecting to New York State’s Portrait of a Graduate model. These read alouds aim to connect our Board of Education members with our learners, as well as build vocabulary, make reading fun, and help students feel confident and curious. We will be highlighting this initiative more in the upcoming weeks!
Next, the Newburgh Free Library has launched a reading initiative that complements our high school’s spring musical: Matilda. Each Saturday, children are welcomed to read and discuss Matilda by Roald Dahl! Books will be available to pick up at the Newburgh Free Library to pick up. The first 25 books will include a "Golden Ticket" that grants the reader and their adult admission to the Dress rehearsal of Matilda: The Musical on Thursday, March 12th. Matilda is Next Week!
NFA's Spring Musical Matilda is taking place next week ( March 13, 2026 at 7PM, and March 14, 2026 at 2PM & 7PM). Students have been busy rehearsing daily and the show is right around the corner. Each and every year these students, led by Teacher Mandy Clifford, are so impressive. The talent at NFA is unbelievable.
Inspired by the twisted genius of Roald Dahl, the Tony Award-winning Roald Dahl's Matilda The Musical is the captivating masterpiece from the Royal Shakespeare Company that revels in the anarchy of childhood, the power of imagination and the inspiring story of a girl who dreams of a better life. With book by Dennis Kelly and original songs by Tim Minchin, Matilda has won 47 international awards and continues to thrill sold-out audiences of all ages around the world.
Matilda is a little girl with astonishing wit, intelligence and psychokinetic powers. She's unloved by her cruel parents but impresses her schoolteacher Miss Honey. During her first term at school, the two forge a bond as Miss Honey begins to recognize and appreciate Matilda's extraordinary personality. Matilda's school life isn't completely smooth sailing, however – the school's mean headmistress, Miss Trunchbull, hates children and just loves to punish those who don't abide by her rules. But Matilda has courage and cleverness in equal amounts, and could be the school pupils' saving grace!
Packed with high-energy dance numbers, catchy songs and an unforgettable star turn for a young actress, Matilda is a joyous girl power romp. Children and adults alike will be thrilled and delighted by the story of the special little girl with an extraordinary imagination.

The NFA Unified Bowling Team won the Section 9 Championships! There is no state competition for this sport, but we are very proud of the team's great season, breaking barriers, building friendships, and proving that when we bowl together, we win together.

To discuss these or any topics important to you, I invite you to join the Board of Education and me at our next scheduled Community Conversations event that will be held on Friday, March 13 from 6:00pm until 6:45pm at NFA Main Campus
Our last event welcomed more than 20 community members, where we focused on academics from Pre-K through 12th grade, and ways in which our district prepares our scholars for contributing successfully to our community beyond graduation.
